Ουδετερότητα (δια)δικτύου

Η ουδετερότητα του Διαδικτύου κινδυνεύει. Ναι. Δυστυχώς δεν είναι ψέμματα.

Η ουδετερότητα είναι η αρχή που επέτρεψε την ίδια τη δημιουργία του Διαδικτύου: στις δεκαετίες 1960 και 1970, απέναντι σε λογικές ενός τύπου ελεγχόμενου δικτύου στα πρότυπα του δικτύου τηλεφωνίας(είτε από εταιρείες τηλεπικοινωνιών, είτε από εταιρίες σαν την ΙΒΜ ή άλλες), το Διαδίκτυο μπόρεσε να υπάρξει και να εξαπλωθεί λόγω της ανοικτής και αποκεντρωμένης μορφής του, που εξασφαλίζεται από το πρωτόκολλο TCP/IP. Το τελευταίο εξακολουθεί μέχρι και σήμερα να αποτελεί την μοναδική "συμφωνία" όλων όσων είναι συνδεδεμένοι σε αυτό.

To TCP/IP είναι ένα πρωτόκολλο που δεν νοιάζεται λοιπόν για το ποιον υπολογιστή χρησιμοποιούμε, ποιες σελίδες θέλουμε να επισκεφτούμε ή τι αρχεία θέλουμε να ανταλλάξουμε. Αρκεί ο κόμβος στον οποίο είμαστε συνδεδεμένοι να σέβεται την "κοινή γλώσσα" του διαδικτύου, όσον αφορά αυτή την ανταλλαγή δεδομένων και εντολών. Ευτυχώς η δυστυχώς, το TCP/IP δεν προβλέπει τα πάντα Άλλωστε από τότε που οι ιδιωτικές εταιρίες άρχισαν να πουλάνε πρόσβαση στο Διαδίκτυο για το ευρύ κοινό (μέχρι το 1989 περιοριζόταν σε αμερικάνικα πανεπιστήμια και στο Πεντάγωνο), οι συμφωνίες για τα πρωτόκολλα και τα στάνταρ εν γένει στο Διαδίκτυο πολύ σπάνια καταφέρνουν να είναι συναινετικές και να εφαρμόζονται από όλους.

Το Διαδίκτυο προχώρησε λοιπόν χρησιμοποιώντας ένα ευρύ φάσμα πρωτοκόλλων, εφαρμογών και προτύπων που κάλυπταν (λιγότερο ή περισσότερο) τις ανάγκες που προέκυπτα και προκύπτουν, με τον καθένα να έχει την ελευθερία να επιλέξει (ή να δημιουργήσει) τα εργαλεία εκείνα που κρίνει ότι είναι αποτελεσματικότερα.

Το 2005 ωστόσο, άρχισε να γίνεται πλατύτερα αντιληπτό ότι οι ISP
s (εταιρείες που πουλάνε την πρόσβαση στο Διαδίκτυο) μπορεί και να μην παίξουν με τους ανοικτούς όρους του Διαδικτύου και να φτιάξουν άλλα "διαδίκτυα". Κάπως έτσι, η "ουδετερότητα δικτύου" έγινε και μια ρητή "αρχή". Στην Αμερική, η Federal Communication Commission την όρισε ως ακολούθως (βλ. Wikipedia):


Τo encourage broadband deployment and preserve and promote the open and interconnected nature of the public Internet, consumers are entitled to:
  • access the lawful Internet content of their choice.
  • run applications and use services of their choice, subject to the needs of law enforcement.
  • connect their choice of legal devices that do not harm the network.
  • competition among network providers, application and service providers, and content providers.

Τον περασμένο Ιούλη (2009), στην Παγκόσμια Συνάντηση του Ελεύθερου Λογισμικού, η ουδέτερότητα του Διαδικτύου ορίστηκε ως (βλ. γαλλική Wikipedia):

  • On transmet les données sans en regarder le contenu.
  • On transmet les données sans privilégier une adresse sur le réseau.
  • On transmet les données sans privilégier un protocole.
  • On transmet les données sans en altérer le contenu.

Δηλ:

  • Μεταφορά δεδομένων χωρίς να κοιτάζουμε το περιεχόμενο.

  • Μεταφορά δεδομένων χωρίς να πριμοδοτούμε μια διεύθυνση στο δίκτυο.

  • Μεταφορά δεδομένων χωρίς να πριμοδοτούμε ένα προτόκολλο.

  • Μεταφορά δεδομένων χωρίς να αλλάζουμε το περιεχόμενο.

(Καλύτερη μου φαίνεται αυτή η εκδοχή...)

Και ναι, όπως μάλλον καταλάβατε, κάποιοι προσπαθούν να κάνουν κάτι άλλο.

Δεν ξέρω αν τα εξήγησα καλά. Ένα τεστ λοιπόν, για να δούμε αν τα καταλάβατε: προσφορά vodafone για "ιντερνετ" στο κινητό:


Απολαμβάνετε νέες, αναβαθμισμένες υπηρεσίες περιεχομένου σε συνεργασία με τις πιο δημοφιλείς ιστοσελίδες, όπως Google, Youtube, Pathfinder, ebay.

Τι λέτε; Σέβεται η συγκεκριμένη εταιρεία την ουδετερότητα του δικτύου; Πιστεύω ότι αρκετοί από εσάς θα ξέρουν περισσότερες περιπτώσεις στην Ελλάδα.

Ένα άλλο "κόλπο" που έχουν βρει στο εξωτερικό (Γαλλία - Αμερική) είναι, σε περίπτωση που η σελίδα που πληκτρολογείς στον πλοηγητή σου δεν υπάρχει (για κάποιο λόγο), τσούπ! να σε βγάζουν στη δικιά τους σελίδα! Μαγικό; Όχι. Απλά ο DNS δίνει ψεύτικη διεύθυνση σαν απάντηση στο αίτημά σας να επισκεφτείτε την συγκεκριμένη σελίδα (δείτε για παράδειγμα στο slashdot για μια υπόθεση στις ΗΠΑ ή εδώ για μια αντίστοιχη στην Γαλλία).

We Must Protect Net Neutrality in Europe!
Open letter to the European Parliament

Net neutrality has been an indispensable catalyst of competition, innovation, and fundamental freedoms in the digital environment. A neutral Internet ensures that users face no conditions limiting access to applications and services. Likewise, it rules out any discrimination against the source, destination or actual content of the information transmitted over the network.

Thanks to this principle, our society collectively built the Internet as we know it today. Except in some authoritarian regimes, everyone around the globe has access to the same Internet, and even the smallest entrepreneurs are on equal footing with the leading global enterprises. Moreover, Net neutrality stimulates the virtuous circle of a development model based on the growth of a common communication network that enables new uses and tools, as opposed to one relying on investments in filtering and controlling. Only under such conditions is Internet continuously improving our societies, enhancing freedom — including the freedom of expression and communication — and allowing for more efficient and creative markets.

However, Net neutrality is now under the threat of telecom operators and content industries that see business opportunities in discriminating, filtering or prioritizing information flowing through the network. All around Europe, these kind of discriminatory practices, detrimental to both consumers and innovation, are emerging. No court or regulator seems to have adequate tools to counter these behaviors and preserve the general interest. Some provisions introduced in the Telecoms Package could even encourage such practices.

We who have signed this open letter urge the European Parliament to protect the freedom to receive and distribute content, and to use services and applications without interference from private actors. We call on the Members of the Parliament to take decisive action during the ongoing negotiation of the Telecoms Package in order to guarantee a free, open and innovative Internet, and to safeguard the fundamental freedoms of European citizens

This petition is up for signature in light of the decisions affecting the open Internet being taken at European level, and in reaction to the statement made in the USA on 21 September by FCC Chairman Julius Genachowski.   1. Internet users are entitled to access, send and receive the content of their choice;
  2. Internet users are entitled to use and run any content, any application and service;
  3. Internet users are entitled to connect their choice of software or hardware that do not harm the network;
  4. Internet users are entitled to choice and competition among network providers, application and service providers, and content providers;
  5. Internet users are entitled to an Internet connection that is free of discrimination with regard to type of application, service or content or based on sender or receiver address. Broadband providers cannot block or degrade traffic over their networks, or pick winners by favoring some content or applications over others in the connection to subscribers’ homes. Nor can they disfavor an Internet service just because it competes with a similar service offered by them.
  6. Providers of Internet access must be transparent about their network management practices and Internet users are entitled to an Internet connection with a predefined capacity and quality.
These principles should be enshrined in European and national laws, and enforced by the relevant authorities in a consistent manner across Europe. Please note that the data you submit in this form will only be used for the purpose of this petition, and will only be shared with policy-makers requesting evidence that the number of signatories is not fictive.
